Call for Consultant to develop CEO Endorsement Document for Azerbaijan

UNEP DTU Partnership is providing support to the Government of Azerbaijan to develop the CEO Endorsement Document to access the Capacity Building Initiative for Transparency (CBIT) funds under the Global Environment Facility (GEF) for enhanced transparency activities.

GEF-CBIT will support Azerbaijan to build routine, concurrent and participatory monitoring, reporting and verification processes using existing mandates and institutions, by Strengthening Azerbaijan's National Transparency & MRV framework for climate actions and for tracking financial support received.

Main activities and responsibilities

The local consultant is expected to coordinate and develop the elaboration of Azerbaijan´s CEO Endorsement document, including the compilation, checking and revising of support documents and other inputs. The consultant will work closely with UNEP DTU and Government of Azerbaijan on the completion of the CEO Endorsement Letter of the GEF project proposal and the activities listed in these ToR.

Activities of consultant includes to: draft, review and complete the Global Environment Facility (GEF) full project proposal, including the GEF CEO Endorsement request document as well as all UN Environment annexes and appendices for the Capacity Building Initiative for Transparency (CBIT) project in Azerbaijan.

Contract terms
Eight (8) months from September 2018 to May 2019. However, the consultant is not requested to be involved full time on this activity over the 8 month period. There are busy periods where the consultant would need to put in long hours to meet project deadlines and there are lean periods where not much activity will be underway from the consultant's side of work over the 8 month period.

First draft of CEO- Endorsement document is expected before 1st October 20, 2018

Qualification requirements
The appointed consultant should be in possession of:
- Graduate University level in Environmental science or policy, or related Climate Change field. Multi-disciplinary training preferable with knowledge on MRV (20%)
- Knowledge of transparency and MRV in relation to Azerbaijan and climate finance (60%)
- Proficient analytical and writing skills and excellent English communication skills (20%)

Work experience:
- more than 5 years of experience in climate change mitigation and capacity building on low emissions strategies
- Experience with policy analysis, GHG inventories, mitigation assessments and measures within the framework of national communications, biennial update reports, NDCs is desirable.
- Knowledge on transparency framework and reporting requirements based on the Paris Agreement.
- Candidates with prior solid experience in Azerbaijan in both climate change mitigation and adaptation projects will be given preference.
- Experience in project management and climate change finance related issues is an asset.
- Prior experience with GEF or similar international project cycle is an essential requirement.
