Call for Consultant to develop TNA Gender Guide

UNEP DTU Partnership (UDP) is looking to contract a consultant to develop gender guidance in the UDP led Technology Needs Assessment (TNA) project. The TNA project is funded by the Global Environment Facility and implemented by UN Environment with UNEP DTU Partnership (UDP) as the executing agency.

The concept of the TNAs was formalized under the UNFCCC process in 2001, when the Conference of the Parties (COP) 7 established the technology transfer framework. The Paris Agreement in 2015 underlined technology as a key area where developing countries need support, and in particular LDCs and SIDS. In its article 10, the agreement states that: “Parties share a long-term vision on the importance of fully realizing technology development and transfer in order to improve resilience to climate change and to reduce greenhouse gas emissions” (Para 1, article 10). With funding from the Global Environment Facility, UN Environment, through UNEP DTU Partnership, is implementing the Global Technology Needs Assessment (TNA) Phase III. The project is designed to support 22 Least Developed Countries (LDCs) and Small Island Developing States (SIDS) and 1 Eastern European country in carrying out new or improved Technology Needs Assessments.

Scope of Work
Effective mainstreaming of gender in climate change mitigation and adaptation requires planning and resources, to ensure that general principles are translated into action. This guidance will encompass a step-by-step approach for participating countries to be followed to mainstream gender in their TNA, and in itself is a tool designed to be used within a project or programme setting.

Specifically, the guidebook will help the national TNA teams to apply gender mainstreaming to their climate technology prioritization, barrier analysis, and integrate gender considerations in their Technology Action Plans and project ideas.

Services and inputs of the consultant
The consultant(s) will be responsible for developing gender guidance in the UNEP DTU Partnership led TNA project. The consultant(s) shall provide the following services and inputs to the TNA process:

1. Prepare and submit to UDP a gender guide book applicable to all TNA regions, detailing gender mainstreaming in the TNA process cycle.

2. Prepare and submit to UDP a PowerPoint presentation to be used in training workshops for TNA teams.

Interested consultants should submit a short proposal with budget, including a suggested outline for the guidance, to the Project Manager Sara Traerup at with copy to , summarising the following information:

• Knowledge of gender, climate change mitigation and adaptation issues and technologies across multiple sectors

• Knowledge of technology needs assessment methodologies, including multi-criteria analysis, barriers analysis, and basic economic assessments.

• Experience in gender training and capacity building with a broad group of stakeholders.

The deadline for submitting proposals is 11 July 2018

Contract duration
The contract duration is expected to be July 2018 - December 2018
