Call for Consultant – Support to MRV in the energy sector in Kenya

The UNEP DTU Partnership (UDP) is seeking to hire a National Consultant to support the Climate Change Directorate (CCD), Ministry of Environment and Natural Resource in Kenya for the development of an MRV system in the energy sector contributing to the development of a national transparency framework for greenhouse gas emission reductions and sustainable development.

Nature of assignment

The Consultant will work close with CCD, UDP, Ministry of Energy and national experts to deliver the following outputs:

1. Needs and gaps assessment report providing recommendations on how best to remove the most significant barriers to set up MRV/transparency systems in the energy sector in Kenya incl. ToR for further work

2. Report with recommendations for a stepwise approach to develop and implement an MRV/transparency system for NDC implementation in the energy sector involving relevant stakeholders at the right level of decision making

3. Report with proposed national guidelines and procedures for greenhouse gas and sustainable development data management in the energy sector including reporting formats building on ICAT Guidance and National Environmental management Authority (NEMA) National Communication Guidelines

4. Final report and participation in national workshop

Duration of the assignment
Activities will start in February 2018 and be finalized no later than April 2019.

Budget available: USD 50,000

Qualifications of consultant:
Education: Advanced university degree (minimum of Bachelor’s degree or equivalent) in Environmental Sciences, Engineering, Climate Change, Political Science or related fields.

Work experience: Minimum of ten years of relevant work experience in the climate change and energy domains. Extensive experience with GHG inventories, national communications, biennial update reports and impact assessment and MRV of mitigation and adaptation actions is desirable.

Candidates with prior experience from working in Kenya will be given preference. Consultants can be hired representing a team of experts in a company and/or in their individual capacity.


Fluency in written and oral English is a requirement. Proficiency in local languages is desirable.
