Call for bids - UNEP project on trade in environmental goods in ASEAN

UNEP DTU Partnership invites consultants to submit their bids for the development of a detailed study in Malaysia on the regional trade flows and the possible implications of the removal of trade barriers in selected Environmentally Sound Technologies (EST) in ASEAN. The study is part of the realisation of the UNEP project entitled 'Trade in Environmentally Sound Technologies'.

Basics about the assignment:


• The implementation period will be 182 days, starting from the day the contract is signed

• The budget for the assignment is USD 32,000

• Payments will be based on delivery of one report (see Terms of Reference (ToR) for details)

Contents of the bid

Please refer to the TOR for details about this opportunity. Bids should include the following:

• Brief introduction about the consultant.
• Experience and reference projects related to criteria delineated in the TORs.
• A work plan reflecting the delivery of products outlined in the TORs.
• Information on proposed staffing.
• Any other information that would strengthen the proposal.

Procedure for submission of bids

All proposals should be submitted electronically as soon as possible. Bids can only be submitted in English. All communication should be sent to Ivan Nygaard. Based on evaluation, the bidders with the highest score among the proposals will be invited for contract completion. The criteria's used to evaluate the incoming bids is described below.


Evaluation criteria

1. Quality of proposal
• Capacity to carry out the study and deliverables based on description in the TOR
• Demonstrated knowledge on trade in environmental goods in Malaysia and the Southeast Asian region
• Quality of work plan and project management

2. Relevant experience
• Familiarity with Malaysia and the Southeast Asian region
• Worked with relevant national authorities of relevance for the study, which can ensure access to data and enhance policy uptake
• Experience in planning and facilitation of workshops
• Other contacts and networks of relevance for the project

Experience of company (weight 25 %) and experience of consultants dedicated to the task (weight 75 %) should be described separately, and based on CVs of involved staff

All bids must be submitted electronically by 6 PM on the 14th of August 2017
