Call for Consultant - Senior Strategic Advisor for Copenhagen Centre on Energy Efficiency

Energy efficiency is part of Sustainable Development Goal 7, under which the global rate of improvement should be doubled by 2030 ; moreover, the targets for emissions reductions set forth in the Paris Climate Agreement have put energy efficiency high on the political, industrial and civil society agenda, as an essential strategy for emissions reduction. The development of national policies on energy efficiency is gaining pace around the globe, namely encompassed in the National Determined Contributions and in policy and regulatory initiatives of individual countries.

The Copenhagen Centre on Energy Efficiency of UNEP DTU Partnership seeks an advisor experienced both in the program elements and the UDP organisational background, who can ensure continuity of selected existing programs, and assist with tasks related to leveraging the new organisational structure towards new program development and growth in activities.

The Advisor is expected to
1. Direct project development assistance
2. Building of External and Internal Networks
3. Development of Communication and Publication Materials

The consultant should fulfill the following requirements:
1) At least 15 years of work experience in development and implementation of energy efficiency and clean energy projects
2) Expertise in managing complex stakeholder networks and international development projects, including UN Environment projects
3) In-depth knowledge of international best-practices on energy efficiency improvements in different sectors, including technical solutions, policy instruments, project structures and financing models, as well as understanding of their applicability for projects under development
4) Advanced communication skills, both oral and written, proven by a track record of documents, presentations and publications
5) Professional project and staff management skills, proven by a track record of successfully managed projects
6) High level of professionalism in technical work, stakeholder relationships and dissemination of results and information
7) Fluency in English

Payment
Payment of fees will be based on deliverables and be paid as follows:
• 20% upon delivery of a project plan
• 40% on receipt of required deliverables by end March 2019
• 40% on receipt of required deliverables by end June 2019
